I need to know the phone number to call to turn in a person who flicked their cigarette out of their car.?

I was driving along San Pasqual road in Escondido around 5:20pm when the driver of a White Mazda MX-6 in front of me flicked his cigarette out of his sun roof. The cigarette landed on my car which almost made me loose control.
Additional Details
My reasoning....I have lost my home to wild fires once and have been evacuated several times from others. The paper doesn't bother me, it's the risk of starting fires.

The reason I "almost" lost control of my car.
A) I was going around a pretty sharp turn.
B)It was almost completly dark.
C) When the cigarette hit my windshield the sparks from the impact blocked about 90% of my vision out it.

There is absolutely no excuse to not use your ashtray. And if you car doesn't have one then either don't smoke in your car or buy one from autozone.

Thats not against the law. Its like a piece of paper flying thru the air and it flies by your windshield. If that was the case, ALOT of people would be penalized.

I'll tell you something. Once I was at the bank, and the car in front of me had two small children. These children were not in car seats! I wrote down the make and license number, drove right to the police. I was told that they couldn't do anything about it, unless they SAW it themselves. This is FAR worse than someone flicking a cigarette out of their sun roof! I will tell you though, that people SHOULD NOT flick there cigarettes out of a vehicle in a DRY field of alfalfa when it is hot out! This starts fires! I've seen it happen.

1) how are WE supposed to know who flicked a CIGARETTE out of their sun roof?

2) how is a cigarette(white piece of PAPER) supposed to make you loose control?

3) what would posses you to go to such extremes to turn in a person who FLICKED A CIGARETTE out the roof?

4) do you know how low the chances (it must be almost 0) are that a person would see that person throw a tiny piece of paper out the roof? Do you know how even smaller the odds must be that the person who(allegedly) saw that person would be on Yahoo answers? Do you know how insignificant the odds would be that the person who saw him would even remember? do you know how IMPOSSIBLE it would that the person who saw him is on yahoo answers and also knows his PHONE NUMBER? get real please.

5) (finally) why are you so desperate to turn in an innocent man? he did little or no harm to you or the environment by throwing it out the window... i mean yeah, he might get charged for littering, but it is going too far to report him to the police OK?
Now wash the ash off your car's hood, relax yourself, have a good sleep and forget ALL about this whole reporting incident, OK?
