Yes because accidents do happen...like tire blowouts and malfunctioning of cars and children not paying attention while they are on bikes and another one is motorcyles..they are sometimes very hard to see |

No not that type , but other than Mechanical Failure then it certainly would be a great lowering in accidents ,that's for sure, also must account for someone driving and have a stroke or hart attack or any Major medical emergency, or act of God bad weather hail, sleet, snow, fog and so on it would lower it but not stop it. |

Of couse there would, that's why they're called "accidents". There would definately be fewer accidents, since if everyone was obeying all the rules most accidents would be from some mechanical failure or simple human nature instead of gross human stupidity. |
