No. I just got my regular license a year ago and the law was that you had to have a adult over 21 with a license in the passenger seat.

no, the licensed driver has to be in the passenger seat and you will have to sit in the back.

The adult license driver must be in the front seat in the event that he oe she needs to take control of the vehicle and this applies to all states....
