Find answers to your legal question.

If you're driving and it starts raining really hard...?

Hard enough that you can't really see in front of you at all, what are you supposed to do? Continue driving or pull over and run the risk of someone else who can't see hitting you?

If you can't see during heavy rain, it's best to pull over onto the shoulder and wait. Usually heavy rainfall quickly passes over, and then you can carry on. If you keep driving, you could wander off the road, or into the rear of another vehicle who just happens NOT to have any lights on, for example.
I would tap my brake lights lightly several times to warn others of your intention to slow down after you get onto that shoulder.
Also, I would put on my 4 way flashers to get the attention of others behind me.
Anytime I travel on any higher speed roadway, I always put on my regular headlights, not just the daytime running lights (used in Canada), because you still don't have rear tail lights on most vehicle when your daytime running lights (DRL) are on.

Keep driving, slow down, turn on your blinkers.

The problem with rain coming down that hard, is that if someone sees your rear lights, they're just going to follow you. So if you pull off the road, people might think you know where the road is, and just follow you right onto the side. People use their 4-ways far too much on the road today, so people behind might be confused whether you are pulled over, or still on the road. Either way, once again, they may believe you know where the road is. Better to follow the guy ahead than to venture off into the unknown.

Best bet would be to just slow down, and do the best you can. Use flashers with caution, a lot of domestic cars share hazard lights with brake lights, so if your hazards are on people might not know when you are braking or not.

If you can't see it makes little sense to continue driving. Pull safely off the road and wait for the rain too stop or slow down.
