Find answers to your legal question.

If you have a pedestrian crossing in a lane that you want to turn into(say you want to make a right turn )?

By law, do you have to wait until they are on the other sidewalk before you proceed or can they be just beyond the lane you want to turn into?

As you can see by the different answers, it depends on the local laws.

But here's a hand rule of thumb. If the pedestrian is LEAVING the land you intend to enter, you are less likely to get cited than in a situation where a pedestrian is approaching the lane you want.

In other words, you may be turning right, into the far right lane, but if a pedestrian is just beginning to cross the street, from the far left side of the street, you may get stopped and ticketted if you turn, even if it is before the pedestrian even gets close to that lane.

In California, I have seen it happen where a driver gets cited for turning while a pedestrian was STILL on the far sidewalk, but getting ready to step off.

Just hope they don't have a laggard kid that runs after their parent after not listening to them to hold their hand.
Like in the supermarket lots Mom or dad gets preoccupied.
And you have a kid walking behind your van as your backing up and you look but can't see a short three year old.

As long as they have cleared your lane you can proceed.

As long as they have crossed your lane you may proceed. But pay attention as they might turn around or have to move out of the way of another vehicle. In which case if you hit them you are going to be responsible.

Bog standard original pedestrian crossing referred to as a 'Zebra' the pedestrian has right of use once on the crossing and traffic must wait before proceeding until the ped is off the crossing.
If it's a crossing with a central island and your side is clear of 'peds' you can proceed. It does vary from Zebras, Pelicans, and what ever else there is out there, but my thinking has always been why do we have crossings for animals when most are either in zoos of live in the fields, and few crossings for people.

As long as they have cleared your lane you are OK.
The only crossing where you have to wait until the pedestrian has completely cleared the road and is on the footpath is a Childrens Crossing with the Red Flags out.

you can proceed once they have fully left your lane.

Title 75 of the Pennsylvania Consolidated Statutes contains the laws which govern the operation of vehicles on Pennsylvania roads.

Section 3542. Right-of-way of pedestrians in crosswalks.
(a) General rule.—When traffic-control signals are not in place or not in operation, the driver of a vehicle shall yield the right-of-way to a pedestrian crossing the roadway within any marked crosswalk or within any unmarked crosswalk at an intersection.
