Traffic laws in the state of New York contain an underlying concept of "basic speed law", that confine you to drive at speeds that are "reasonable and prudent" for the conditions.
So, if you're on an expressway that's coated with ice, and that ice is coated with melted butter, and every 10 feet along the freeway in each lane there's a nun holding a baby who's holding a puppy, what's the most reasonable and prudent speed, if your tires are made of Teflon? The answer is "zero". Any speed might be considered reckless under these conditions - even 69-below-the-speed-limit. |
