Inconsistencies with Driving Test Rules?

So i took my driving test last week and i failed on these things.
CALIFORNIA

1. A pedestrian was crossing the crosswalk in a 4 lane intersection, i waited until they were all the way on the other side so i can turn right. When they did, i continued with my turn.
-Instructor said i should have turned when the pedestrian crossed the yellow line. I checked with my driving school and they said that what i did was correct.

Now i want to know what was the proper procedure for what i was doing
I don't want to do what the instructor told me to do and then have them tell me that i failed because of it.

Im going to print that out and show it to them in case they give me any trouble next time I go. So if i understand you correctly, as long as the pedestrian is cleared from a safe distance, i am allowed to proceed with my turn.

In driver's training, they'll teach you that you shouldn't cross the crosswalk until the pedestrian has completely crossed the road. However, in real life, you can go once it is clear for you to do so. I work for LAPD, and my co-workers who used to work traffic assignments told me, "as long as the pedestrian doesn't have to stop or slow down for you, then you can cross."

I checked the California vehicle code, and there is no law forcing you to wait until the pedestrian has crossed the road. According to 21950(c): "(c) The driver of a vehicle approaching a pedestrian within any marked or unmarked crosswalk shall exercise all due care and shall reduce the speed of the vehicle or take any other action relating to the operation of the vehicle as necessary to safeguard the safety of the pedestrian."

Basically, this means you have to take steps to ensure the pedestrian's safety. If it's already safe for you to go, then you can go.
