because speed bumps force cars to slow down so that little kids dont get killed. fines dont slow people down

In that case everyone will be on suspension and very soon run out of money to pay fines.
You want people to dirve and use road, go to work and make money.
If they are all under suspension - will anything move? Think!!!!

Why not go the whole hog and make cars that cannot go over the speed limit? I'm sure there must be some sort of technology that can MAKE cars only go 30 in a 30 etc.

As you're going down the heavy handed route, why not just crush the cars of people who cannot drive at the speed limit?

"Less deaths and accidents"... are you sure? Where's your evidence for this? A potential fine or suspension has never been proven to slow anyone down - after all, that is what we currently have (fines and points leading to a suspension)... a speed bump in a residential area, however, or other traffic calming interventions do slow people down.

Speed bumps don't cost "zillions" to put down and, regardless, how much is the price of a life?

Speed bumps do decrease speed especially in neighborhoods. But what you haven't mentioned is that there are less deaths because of speed bumps. The whole purpose of those bumps is to decrease your speed. In doing so you cut down on accidents and you keep pedestrians safe from injury. Sure you would save more money by not putting it down, but it serves its purpose in residential areas. As far as your pollution theory, it wouldn't make much of a difference.

as much as i hate speed bumps, i think id rather feel a bit of a 'doingk' when i go over one at 32 mph by accident rather than loose enough money to default on a mortgage for a month, loose my licence for a year and in some peoples cases loose your job becuase you can no longer drive and your rubbish credit rating.
