There is no yes or no answer to this. Different states have different laws. Also, take into consideration that not all busses are even equipped with seatbelts.

school buses in kansas don't even have seat belts

in california there are no seatbelts on school busses. that way they can crowd even more kids on. but if i am driving my kid to the same school, i can get a ticket if he is not wearing a seat belt.
