The other day I got a ticket for not making a complete stop at a flashing red light. It was midnight and there where clearly no cars around. except for the cop car in back of me! lol

The very question has the answer..."flashing RED light".
Flashing red simply means it's now to be treated as a stop sign rather than as a red light, but either way, you have to come to a full, complete stop (meaning, if the nose dips during braking, it has to come back up). I believe that is the condition for a "full stop" in almost every state.
So exactly how "not complete" was your stop? :) |

depends on the color, if its yellow then you slow down and go through with caution, if its red then you stop at it like its a stop sign, you stop and look and if its clear you go |

Red means stop. Whether it is the hex shaped red stop sign, a solid red light or a flashing red light- they all mean stop. And stop means just that- the vehicle must cease all forward movement before proceeding on from that point.
It doesn't matter if you are the only vehicle on the road for the next 100 miles, if you encounter a stop sign or light, you must still come to a complete stop or you face a citation for failure to stop. |

Cops have told me late at night you don't have to stop, but to be safe you did the right thing. Contest the ticket. Most judges would throw that out. Check you local traffic laws. |
