I always use my parking brake. Keeps the cables from siezing up.

Yes always and because every time that you apply the emergency brake it will self adjust as needed.....

If your on a snowy or icy hill it may not be a bad idea cause if someone ran into your car since only 2 wheels are locked it could slide down the hill.

And it's also good to use it once in a while or will seize which can be a problem.

It depends on where & when exactly you park your car.

If you park you car on a hill or some kind of an incline
you should put the brake on.

Also, it is not a good idea to put your parking brake on
when the weather is freezing cold. You might just have
your brake frozen and very tough to get loose until it
warms ups.

if the car is running use parking break if it is off it shouldn't make any difference

On hills yes, flat not needed.

If the car has a standard transmission, leaving it in low or reverse gear is usually sufficient when you park the car. If it has an automatic transmission, always use the parking brake if you are parking on any slope. The Park position on the shift lever places a simple pawl into the gearing, and it isn't strong enough to reliably hold the car in place on hills. It's OK for level areas.
