Is it illegal to collapse the seats in the back of a car and have a passenger in the remaining seat?

For example if you collapse one side allowing you place luggage there etc, and then having a passenger on the other side?
Someone mentioned to me that it maybe illegal and I just wanted to double check

No, of course not. Providing the remaining passeger is seated in a rigid seat with the provided seat-belt, then the collapsed seats can safely and legally be used for luggage. This is even shown in my seven-seater car manual. However, the only thing you need to take caution on is securing the luggage load so that it does not cause a danger in moving or upon impact. |

That's what split fold-down seats are for. As long as everyone has a seat belt, it's not illegal. |

It's perfectly legal. That's why you have split seats.
Just make sure passenger AND luggage are properly restrained. |
