Obviously different laws apply in different countries and states. Most places though state that the only lights that you can have on your car are red at the back and white at the front. apart from reverse lights and indicators, no other light is acceptable, certainly not another colour. No flashing lights either, which are only allowed on bicycles.

yes, it is both illegal and irresponsible. don't do it.

You are never suppose to have your interior lights on because it is a distraction to you and others as well and yes you can be ticketed for this.
