By top off, I mean to continue filling after the pump has stopped pumping automatically.

It's more dangerous than it is illegal, if it is illegal at all. Especially in the hotter months, if you fill your gas tank as full as you can get it, there is no room for expansion when the gasoline warms up. So now when the gasoline heats up from your car sitting in the sun all day, you have gasoline running out of the filler neck of your gas tank all over the ground & just one careless cigarette butt thrown from a passing car & it's marshmallow roasting time & you get to walk to work for a while. |

Not illegal. However, the system (The gas station and the car system) are not designed for this and there can be harmful consequences. Try reading the signs and the car manual! |

If you mean only put $1 or so of gas in, no it isn't illegal as long as you pay for it. |
