I hadn't come to a complete stop and decided I didn't want to turn off the road I was travelling on. I hadn't come to a complete stop in the turning lane yet and I didn't cross the white line. I had got in the lane and got back out before I reached the white line.

Legal or not, you should NEVER do that. Why? What about the driver coming the other way who is waiting for traffic to clear to make their left turn? When oncoming traffic clears, they'll pull out and make the turn. The last thing they'll be expecting is you to dart out into their path at the last second.
That's one of the most dangerous things you can do. Make the turn as you planned, and then deal with it. |

Once you are physically in a turn lane you are committed & must make the turn. Regardless of any lines or where you are in relation to any lines.
If you change your mind & had an officer seen you, you could have received a citation for making an unsafe or illegal lane change.
It is very unsafe to do what you did, because the other cars in the through lane(s) expect you to turn and by not doing so, you become a hazard. |

Only if the police officer didn't write you a ticket!
