No matter where you are in the world, you must be physically fit to drive, with your broken arm you are not.

Each state has it's own laws pertaining to motor transport and driving. You do not say which state you're in.

I got this information off the Victorian web site and it is probably similar in most other mainland states for a temporary disability.

In New South Wales you could ring the RTA (Road Transport Authority).

These are the two certainties that I can find. I hope that they are some help for you. Make a phone call to your motor registry or the police if you are in doubt. It is better than coping a fine and finding yourself short of $$$.
