No, need to be in range of cell towers.
Satellite phone is needed if you are in the middle of the sea.

I doubt it, you need a cell tower for a signal.

A cell phone relies on towers. I havent been on a cruise for a while but as far as i know there arent any towers at sea. You need a satellite phone.
