Is it wrong to make a right hand turn on a red when its cleared?

You should always turn in the lane closest to you when turning.
Here's why...
You can make a right turn on red after you stop and it is clear. But what most people do is only look to the left. NOT across the street to oncoming traffic. Just because the light is RED doesn't mean it is ok because the traffic is clear on your look left. What if the ARROW is green across the street and they start to turn. THEN you are in there lane since they must turn left in the lane closest to them.
SO more than likely that is why you got a ticket. Also, make sure to always turn right to look over your shoulder when turning right incase pedestrians, bicycles, skate boarders etc...are not in your pathe.

you should have gone into the first lane and then moved over into the second. You are allowed to make the right turn on red unless there is a sign that says no turn on red.

no your supposed to go in the closer first lane, then turn signal into the second. No one ever does this, but your more likely to accidently cut someone off otherwise, so its a rule.

also, going right on red is only allowed in some places, so if you travel out of town, make sure you see others before you do too. Bid cities like NY or DC don't allow right on red at all.

What if your vehicle is not capable of turning that tight, and MUST swng into another lane? Well, it's not illegal to turn right then, but you can't turn right on red.

However, it's unusual that a cop would hassle you for THAT particularly. Very often, a cop's attention will be caught by something ELSE you were doing that was weird or wrong or attention-getting or illegal... but he'll write the ticket for what he can prove. For instance if you really dashed through the turn, or if you ignored a pedestrian, or ... whatever, only you could guess, unless the cop mentioned it.

Upshot: drive in a way that doesn't call attention to yourself.

Your description does not match with your question. It's technically a violation to go into the second lane, but usually cops just let you off since it's a minor thing. You just got bad luck that day. And that cop is a d-bag

If the cop gave you a ticket it most likely isn't good.
