3 times I've been chased out of " No Parking " zone while I'm in my vehicle with it running waiting on someone. If there were an emergency I could move immediately. I understand the no parking or even understand if I was asleep not paying attention, but is standing your attended vehicle there considered the same as parking. Seems to me no.

Yes, it is. How would you know whether there was an emergency? You wouldn't until the fire truck or ambulance arrived, and there's no guarantee you would even know what was going on until the emergency vehicle had to stop and honk at you. You would be in the way. Seconds can mean the difference between life and death when it comes to a heart attack. |

That is the problem with people interpreting things the way they darn well feel like. In an emergency, you have to be just plain not there, not prepared to move for the fire truck sitting on your bumper, but not there.
What if you are prepared to move if you notice an emergency vehicle, but a fire truck roars in from behind and an ambulance from in front, do you think the person burning to death in his apartment should have to wait while you start you car and try to figure out how to get out of the way of vehicles coming from both directions?
Nobody cares what you think about it, the no parking areas are there for a reason, pay attention. One day a cop will see you there and decide you can't leave until he writes a ticket.
And by the way, if the emergency vehicle comes up behind without siren, chances are excellent you won't even know it until they blare the air horns at you. I was calling 911 for a fire one night, and didn't even see the police car that arrived before the fire crew until he was there! |

STANDING there is parking. You can stop to let a passenger out (or pick up a passenger) and move right away. If a car is standing there, it's considered parked no matter if you are inside or not and no matter if the motor is running or not. |

California Vehicle Code 463 & 587.
"Park or parking" shall mean the standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers.
"Stop or stopping" when prohibited shall mean any cessation of movement of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or official traffic control device or signal.

In a no stopping zone you may not stop to pick up a passenger.
In a no parking zone you may stop, but only while picking up the passenger. You may not stop and wait for the passenger to arrive.
Park around the corner or somewhere else fairly close and legal, have your passenger give you a call on your cell phone when they are nearly at the pickup point. |

It isn't the same as parking, but that doesn't mean you can just sit there waiting for someone:
A NO PARKING sign means you may stop only temporarily to load or unload merchandise or passengers.
A NO STANDING sign means you may stop only temporarily to load or unload passengers.
A NO STOPPING sign means you may stop only in order to obey a traffic sign, signal or officer, or to avoid conflicts with other vehicles. |

standing refers to a pedestrian. It does not matter if the engine is running, how many people are in the car or not.. The sign says no parking, it means you cannot stop your vehicle in that area PERIOD. hence the word NO!!! |

You are correct in your definition of standing and it IS NOT the same thing as parking. If you do end up getting a ticket for standing in a no parking zone, you can beat the ticket. If you pull the motor vehicle code for the town , county or state where you are. Everything that you can be ticketed for is clearly defined in black and white. You will find the definition of parking and standing as defined by the code of said community. |
