Is taxi partitions only required in NYC?

Do taxis in most US cities require to have divider between the driver and passenger

Each individual city makes up its own taxi ordinances. Most major cities have had, at least, discussions on whether or not to require this device on thier cabs.

One would think that this would be a "no brainer" as it does provide a level of safety for the driver. However, there are issues that some drivers express about losing the "personal connection" between the driver and his fares. Since tips are a HUGE percentage of a driver's income, it is felt that the limited contact because of the shield may effect the passenger's comfort and curtail the size of the tip.

Another issue is that the shield is fixed in place and is not adjustable, once installed. That means that, either the seat adjustment for the driver may be limited, or, the passenger's leg clearance is less.

And, of course, there is the expense. Who pays for the shield if it is required by law? Cab companies have to face a huge initial expense of installing these on large fleets. And, for the individual owner operator, who has to pay for installing one in his own car, the cost could be prohibitive.

I have been a taxi driver, and a driver trainer. Along with my research on road safety, I was involved in my city's discussion on driver on the job safety. Ultimately, it was decided to drop the idea of making it a mandatory equipment installation until there was a stronger upswell of DRIVER concerns about safety. Although, nationally, driving cab remains one of the most dangerous jobs in the world, in my town, real, life threatening situations are extremely rare.

As I used to tell my students, I would NEVER consider driving a cab in San Francisco, Oakland or Richmond. There, the thief shoots you first and THEN asks you for your money. It was kind of a sick joke, but it served to illustrate the differences in the local communities.
