Is the California law about talking on cell phones while driving the same in any other states as well?

well here in Washington (state)
our law is that you can talk on a cell phone but if you get pulled over for any other offense (as in speeding or running a red light) you will get a ticket for that
and if you are on your cell phone you automatically get another ticket for being on the phone
but NO you cannot get pulled over for talking on the phone

Texas is the same as Calfornia, the law, but in small cities it's never enforced.

Not every state and not ever city either....
For example..in chicago...into only in city limits..

The only reason the hands free laws passed is because nobody played a tape of a person driving manual....where only 1 hand is on the steering wheel and 1 is on the shifter...
