You can teach all you want, but that person cannot sit behind the wheel on any public streets. It is against the law for an unlicenced driver to operate a motor vehicle on the street.
You CAN teach them a few things on private property, but, then, you run the risk of the student hitting something like a parked car, building or something else, and then, YOU, or the car's owner would be held responsible for the damage.
The other issue of someone learning to drive on private property is that they won't get any real life practice in common street situations, such as passing, traffic signals, four way stops, pedestrians, etc.
A legitimate permit is the way to go. One can't get a permit until they demonstrate some knowlege of traffic laws by passing a written test. With the permit, a person can be taken onto the street for some practical lessons and to gain some experience before they take a road test and qualify for a real license to drive. |

If she doesn't have a learner's permit, she can't legally drive. Period. Woe be unto you if you let her and she gets into an accident. Your insurance won't cover it even if you were in the car with her.
Likewise, she can't drive with you if you don't have a license. People driving on a permit must be accompanied by a licensed driver. |

yes it is illegal but quite a few people do this anyways. I would suggest if you are going to do this, go to an empty parking lot at night and show her there. I did this with a friend of mine when she was 16 about to get her permit. Just be careful that there aren't cars around and not much to hit and keep your hand on the shifter, if she starts going out of control or something switch the car into neutral and pull up the parking brake a bit.
I would recommend a mall parking lot on a sunday night after they close as they are the biggest open areas usually. |

Yes, but only if you get caught, and can afford the fines and the increases in any subsequent insurance, not worth it however gorgeous she is. |
