30mph 4th gear, you only go down gears when slowing at a junction or approaching a roundabout.

The gearing of a car is relevant to the power output of the vehicle, therefore you cannot suggest that all vehicles should change down a gear as they all perform differently

The best approach I use is to try and keep the engine RPM fairly constant...I want to use the engine to help me slow the vehicle...Constant engine speed will also give me optimum fuel economy...As a rule I use manual gears on the 10 mph scale - 1st gear for 0-10 mph; 2nd gear for 10-20 mph, 3rd gear for 30-40 mph...Lower gears in slow speed zones will keep me from going too fast in those areas...These are very general guidelines and will depend on the vehicle and terrain I'm driving.

The use of the gears in particular situations depends on the car, engine size, whether going up hill, weight the car is carrying etc. Assuming the road is not up a hill and it is a normal car then there would be no reason to engage 3rd gear. However 5th gear would possibly too high a gear at 30 mph so changing down to 4th would normally be the correct thing to do.
This does not mean that it is completely wrong to change down to 3rd gear and some drivers prefer to be in a lower gear, at 30 mph there is very little difference.

Focus is right, it all depends on the engine size, gear ratios and prevailing conditions at the time as well as other things. That said, I have found that on most cars I teach in, they seem to be most comfortable in 3rd at 30mph on a flat road. Being in third gear also means if you reach a small incline you are less likely to have to keep shifting up and down gears.

there is no way you need to go into 3rd gear. most cars will stall at that rate. i use ot be a instructor but now i own a huge monoply off garages in the london area. 11 in total, but i wanted to come on here to see what i could do to promote business. yes please go down to 3rd gear and potentialy ruin your car, just bring it to my garage. in other words do not put it into 3rd on most cars.
