I saw a neighbor today riding their toddler about 1 1/2 years old on a quad the mother made the father put the baby in a back pack type of baby holder so the baby was atleast attatched to dad, but neither had helmets, ofcourse baby didnt, they dont make them that small. I have seen the dad riding the baby around before on his mini motorcycle, with out a carrier, or a helmets, just holding the baby with one hand and steering with the other. Is this legal? Would the dad, and or mom be arrested if they police saw this? Would the baby be taken by cps, for child endangerment? I just dont see how this could be good for such a small child. At first the child was screaming, and the mom was yelling for the dad to stop that the baby was scared, the dad kept going. The toddler stopped crying, but it wasnt laughing and having a ball, the child was mostly grabbing onto the dads shirt really tight, and kinda not making any emotions.
I believe that the dad was doing this for his own pleasure, with no regards to the baby's safety, and no regards to whether or not the baby was enjoying himself, and no regards to the mother who was begging him not to take the child for a ride, and yelling for the dad to slow down.
When I was about 2 years old my father used to take me on motorcycle rides around our neighborhood, he would strap me around him with his belt. My mom hated it, I can remember. I do remember enjoying it, being with my dad.
Is this legal? If not, what kind of trouble can parents get into? What would likely happen if authorities witnessed this happening? Thanks to all who answer, and God bless everyone.

We are in Northern California, USA.
I dont want to turn them in, just maybe have a talk with them and let them know if its illegal that they could get in trouble.

idk if it's legal, but it's stupid, call the cops on them. Authorities don't have to witness it, you did, and you can do something before your retarded neighbors kill their kids. |

The parents could be guilty of child endangerment, but unless you are willing to notify the authorities, there's nothing anyone can do. If you just simply want to have a 'talk' with them, don't expect good results. Most people don't want to hear unsolicited advice from a stranger, particularly if it sounds like a threat. Also, if you know this is going on, and you're not willing to do anything about it, then you are no better than the abusive neighbors. |

That depends on the state you live in. Some states have a 5 year old rule, but most do not. Of course if it is on private property there are no laws that govern it. Only if it is on public property or highways. I use to take my daughters for motorcycle rides when they are young. My oldest daughter was on a motorcycle before she could walk. Of course she came home from the hospital in a Jeep without the top on. Her seat was bolted to the floor right behind the drivers seat. No reason that children can not enjoy fresh air. Of course many city dwellers are trying to impose their viewpoints on everyone and trying to make laws for everyone. Even those who it is none of their business to make laws for.
If the child was crying at first, he may have just been scared of the noise instead of the motion. I would not say the father should have kept going. But giving the child time to calm down is also important to the growth of the child. Many people coddle their children, thinking that any amount of crying or being scared is wrong. But that is the wrong way of thinking. Without some fear the child will never know how to overcome fear. Without people who can face fear there would be no police officers, fire fighters or soldiers. 9/11 would have been even a bigger mess than it was in other words. |
