The driver can be distracted, they have their minds on the phone conversation & the road,other drivers. Your mind is on enough things while driving without adding a phone to it.What your doing, the person ahead of you, traffic signs/lights, kids running out in the road, your turns,etc. The list goes on. If you need to make a call,pull over & make or answer your call.
I had a friend who lost control of her car just seconds after talking on her cell phone to her mom.We were neighbors, although the age difference was almost 20 years, we were close, I felt like an uncle to her, I called her my "Little Buddy".after about six years, I still mourn for her.

Any headline about a deadly accident that was caused by a driver talking on a cell phone. To drive the point home, include a photo of the wreckage, a black & white photo of 1 or 2 victims at the scene. Remember the saying...a picture is worth 1000 words.

Here is a real attention getter to open with- that recent commuter train crash in California was allegedly caused because the train's engineer was texting on his cell phone & missed an important signal indicating that he needed to stop or switch tracks due to an oncoming freight train.
All of the deaths and injuries were avoidable, had the engineer not been distracted by his use of his cell phone.
Your report is most likely aimed towards people operating a 2,000 lb car, not a 100 ton train. But the concepts are the same- using a cell phone while operating a moving vehicle can cause distractions and those distractions can get someone hurt or killed.

You shouldn't be on the phone to someone while you're driving because you are being distracted which then can cause you to lose concentration while driving so you probably wouldn't know what's going on ahead which then could cause you to go into the back of someone, go onto the other side of the road or even crash into something or someone and cause a serious or fatal accident. It's the same when you're texting someone, that can be distracting.

There is no reason. One has nothing to do with the other, however, people find more excuses to blame bad driving judgement on things like phones, drinking, except for the very simple problem with bad driving. Answer: Bad drivers. It's like blaming a loaded gun for someone getting killed. Phones, alcohol, not wearing seat belts don't cause accidents. People driving their cars into other cars do. Very simple, punish the driver and license not "other things" that make it sound better than just saying YOU CAN'T DRIVE SAFE AND SHOULD BE PUNISHED. There are those of us that can drink, talk, eat drive and do many things in our cars which should have no logical "bearing" about driving other than driving. It's like having a limit on fast food for everyone and blaming Mcdonalds for those overweight people that have health problems because everyone will over eat and have the same thing happen to them so make it a law and pretend they're not just abusing the priviledge.
