Restriction my vary by State. In WA state only the person driving with the learners permit and a licensed driver with 5 or more years of licensed driving experience can be in the car (while the the permit driver is driving) no other passengers are allowed. WA state does not specifically state that the licensed driver must sit in the front seat but since the licensed driver is the responsible driver it would only make sense that this is where he(she) will need to sit. It is up to the licensed driver to insure the safety of the non licensed driver, in-order to do this they must be able to see clearly in front and beside the vehicle as well as observe how the permitted driver is operating the vehicle. This is best done from the front seat.

In the front. They are there to instruct you. It's not very safe if you have to turn around to hear what they say...unless youre blonde.
