Number of Handicap Parking Spaces on Private Property in California?

Could anyone tell me if there is suppose to be a certain amount of handicap parking spaces in an apartment complex, depending on the number of apartments there are in that complex( State of California).

If there are a total of 156 apartments in this complex and only 3 handicap spaces, how do I get additional parking spaces for the handicap for this complex?

Besides the 3 parking spaces they do have here in the complex are all spread out around the front and sides of the complex. Each building has 12 apartments (6 on top/6 on bottom) and just in our building alone there are now 3 disabled tenants, with 1 handicap parking. There are 7 open spaces next to the disabled parking space and I'm sure 1 can be changed into an additional handicap space.

So my question is who do I contact in order to request this parking addition? I contacted the city in which I live in, however they were not too sure who I would need to talk to. Any ideas or suggestions?
