On a busy 4-way intersection with downed traffic lights - what is the sequence of cars moving straight , left?

I have a question on a busy 4-way intersection with downed traffic lights. The trafic is going straight, turning left and turning right on all directions. I believe the normal rule of 4way stop doesn't apply - i.e the car on your right if you arrive at the same time otherwise first-come-first go. Say I am comming from 1. south going to north 2. coming from east going to south(left). I would like to know when I get my turn in both the scenarioes.Please let me know the cars with directions that go before me - two steps ahead like
1. east - west
2. left turns from west to north and east to south or left turns south to west and north to east
3. north-south (your turn)
one more question :- is step 2 done along with step 1 or after step 1?

In general, it usually works out that the left turn and the adjacent thru movements go at the same time. Who goes first is usually whoever has been waiting the longest. Since the traffic signals are out, there will likely be traffic backed up in most, if not all, directions. That being said, you will have to keep you eyes out as you edge up to the front of the line, seeing who is going before whom as your turn nears. The oddball part is, of course, the impatient driver who feels like everyone else should wait and not them, and proceeds to punch it through the intersection out of turn. That will happen anywhere, a$- -ole rule and all.

It really does work like an all-way stop overall. This gets even more complicated when you throw in multi-lane intersections, where the left-thru lane driver goes and the right-thru decides not to. There are just too many impatient drivers mixed in with the hesitant drivers to make all the normal sane drivers go nuts.

The rules are the same as they would be at an intersection with four-way stop signs. Right of way laws still apply. A traffic light is nothing more than an electronic stop sign. Its pitiful that so many drivers don't realize that. If ALL drivers present are not sure who should go then any right turn can go first and those traveling straight on the more densely populated street should go. If there's no difference then proceed slowly and watch for a conflict. Left turns in each direction follow the straight thru traffic from the opposite direction (because this order protects the left turning car from the straight thru cars from the adjacent direction.)

if you have all traffic lights out, in ILLINOIS, you have to come to a stop at intersections absent any traffic controls and proceed when it safe to do so. So, how many cars can enter a 4 way stop sign intersection at the same time.....4 so long as they dont each other.

otherwise, the car on your right has the right of way if you arrive at the same time..
side note; i cant stand it when a car arrives at a stop sign and waits for the other car(s) to arrive too. now you have 4 drivers looking at each other wondering who's going next....!!!!!!!!!
