In Ohio the answer would be "b". Providing you can do it without the vehicle's tires leaving the paved portion of the roadway, and there are no signs prohibiting it. Translation: you can't drop down into the ditch to go around the vehicle. Of course the safe course of action would be to just wait it out. The vehicle making the turn might realize they made a mistake trying to turn and proceed straight ahead, colliding with you while you are going around them. |

depending on the region you live in this may be legal at all times or not. anyway if you drive on the left side (as i assume) and the road has two lanes, there is nothing wrong in passing the vehicle on the right if the other vehicle is driving on the other lane. this is not practically the text book "passing a vehicle" as you do not go over the middle of the road into the opposing traffic lane. |
