Options for snow tires?

I drive an 04 Doge Neon with 175/70-14 size tires. Can anyone tell me if I can use a different size for snow tires? I have heard of "plus one" and "minus one". Can someone explain that to me and possibly let me know what other sizes will work on my car? Thank you.

For a plus zero size tire on a 14 inch rim you only have two chooses either a 185/65-14 or a 195/65-14 and both will work but your speedometer will be a little off.

Any plus one size will not work because that would be for a 15 inch wheel.
