Pa law. i am looking for a law that says only emergency vehical can block a roadway?

example.> a man was cutting down a tree & had the road blocked i could not get thew &he told me tuff. i am looking for the pa.law that states. only emergency vehicles can block a road off

Actually it is a fact that emergency vehicles can close down certain road ways if needed to. If they are a licensed emergency or road way technician then yes then can block the road. But what they must do is have signs up that states, there is a road blockage or work being done. I've have come into the same instance that you have. I had to turn my car around because a tree was in the road way, that is just what happens. You must comply with the rules. They are doing it legally if they are licensed to do so. So yes it is legal. If you have any questions, call your local authorities and ask them because they should know.
