Is this for a school assignment or for your parents?
If this is for your parents, then forget a letter. Start by showing them you are mature enough and responsible enough to start driving. You will have to accept rules and conditions and be prepared to suffer the consequences if you break them.
If this is for school, start off with an introduction. Then, in each of the following 3 paragraphs, name one reason why you should be allowed to drive and explain your reasoning. For the conclusion, just rewrite your introduction in different wording and phrases.
Using reasons such as "to drive my friends around" or "go shopping" or "go to a party" probably won't get you too far. Start by talking about getting a job (and actually getting one) and about driving to school (and making good grades). Your parents may not be too receptive at first but give it time. As you prove yourself, your parents' trust will increase and hopefully get you behind the wheel.
