Resolve: That, by 2040, the federal government should mandate that all new passenger vehicles?

and light trucks sold in the United States be powered by alternative fuels.

Yes. That is a great idea to implement. I think that alternative fuels would help our environment 100 fold. As it stands right now, we suffer from so much deterioration of the environment. The thing to note is that not only does our environment suffer but we suffer as a people. We suffer because of the damage that results from pollution. Cars right now give off too much exhaust that is not made from natural gases. The gases we use are carbon based which contributes to more holes in the ozone layers, along with damaging effects to crops, and poor health conditions for humans. It is a good idea to use alternative fuels. I don't think it should take 30+ years to get to that point. Why wait? The technology is already at our finger tips. We should start doing it now so we can have a prosperous and healthy future.

Electric is not an answer at all. You may think it is, electricity is clean, right? Yes, it is, but the process of generating it is NOT.
The methods of storing it are NOT.
Remember, that when it comes to the environment you want to do what is least harmful. That should include ALL the processes. We may be burning gasoline and putting stuff in the air, that's true. I'm not saying it shouldn't get better. What I'm saying is look at EVERYTHING that will be used to replace it, including the generated wastes. Make darn sure that what we use is not worse than what we have. It very well could be. Atomic energy (nuclear power) clean, or dirty? Some say very clean - I say it's death. Why? What happens to the leftovers? After all these years, they still want to bury it. In steel and concrete - materials that are known to fail. Dump it at sea is also considered as an option. Poison in the earth, in the water. As I said, Death. Not for me, but for my grandkids kids.
Consider carefully, quick decisions are often the worst in the long run.
And that's what taking care of the environment is all about, isn't it? The long run.

I think that by 2040 (or shortly thereafter), all privately owned passenger vehicles will be fully automated. No driver necessary. Vehicles will be powered by solar and/or electric. Range will be about 250 miles. Recharge time: less than 2 hours. Technology for this type of vehicle is already available. NASA is using it with the Mars land rovers.

The Feds have just about "mandated" us all into the poorhouse. We need less government interference, not more.

Too bad most of the literature surrounding this topic says that greenhouse gas emissions would increase due to the automotive industry switching over to alternative energies to power cars

I'm against it.

What I would be for, however, is that people stop being selfish and ignorant and instead of buying vehicles that get awful fuel mileage, they become personally responsible individuals and purchase fuel efficient vehicles.

You can't blame auto manufacturers for making the vehicles that people want to buy. If enough people want fuel efficient vehicles then the manufacturers will make them.

Also, how about a federal mandate about installing the infrastructure for alternatively fueled vehicles before you make auto manufacturers build vehicles that have no source of fuel?
