Scenario is: two cars car A and car B come at the same time making a right angle.
one car,car A is going from SOUTH to WEST making a left turn AND car B is going straight from WEST to EAST. Who gets first priority? The DMV rule says car making left turn has to yield right of way. But,it also says the car at the right side has right of way( clock-wise priority).So this rule does not clearly say about it..please i need help.. Additional Details what is this rule in NY city?

First, I don't listen to some Yahoo from the DMV -- when I want to know what the law is I look up the law and see for myself.
Each State has it's own Vehicle Code, hence each State may have variations as to minor details. In California Law, NO ONE HAS THE RIGHT-OF-WAY. The offense is a "failure to yield" the right-of-way. You do not have the right-of-way until it has been yielded to you. Attitude is what will save you or kill you on a motorcycle. The attitude that you have the right-of-way will eventually have you smacking someone who failed to yield the right-of-way. In which case the laws of physics kick in, mainly that the cager had the right-of-weight.
Anyhow, the rule is that a left-turner shall yield to on-coming traffic. It says nothing about cross traffic. Hence:
21800. (a) The driver of a vehicle approaching an intersection
shall yield the right-of-way to any vehicle which has entered
the intersection from a different highway.
In other words, if the other party manages to enter the intersection before you then you would be at fault in an accident for a failure to yeild.
Otherwise, the vehicle on the left (approaching from the west) is to yield to the one on the right (approaching from the south.) |

If 2 cars arrive at the same time, the one on the right has the right of way, whether he is turning, going straight, or doing wheelies.
That being said, at 3- and 4-way stops, one has to be prepared to stop and let the other go through, because there are always ignorant @$$es who think they are next no matter what the order of arrival at the intersection. So, you may have the right-of-way, and are legally taking your turn, but still have to yield to avoid an accident. |

Because of this ambiguity, right of way is not a right, and should never be presumed.
In most cases, I would yield to the car on the right, in spite of my supposed right to proceed first. |

I always thought the car on the right always have the right of way regardless of what direction it's going and this is only if both cars arrive at the 4 way stop at exactly the same time. But it's always a good idea to be alert of other drivers because someone may go when they are not suppose to.
Also, another interesting scenario: say suppose one car arrives from the north and one car arrives from the south at the same time. In this case the car that is going straight has the right of way over a car that is making a left turn. If both cars are making a right turn, a left turn, or going straight, they will not cross paths, so therefore can turn at the same time. But it's important to watch what over drivers are doing. Someone may have there turn signal on and not know it's on. |

Car going straight ALWAYS has right of way. Car on the right has right of way if the cars stop at the same time and going straight. At least that is my understanding, after all there are tickets for failure to yield when you make a turn, I never heard of failure to yield when you are going straight though. |

in the first place, if it's a 4 way stop, the car making the left turn IS the one on the right and if they both got there at the same time he has the right of way. if it's an open intersection (no stop signs) the one who got there first, goes first. |

Your question isn't worded very clear, so I'm going to answer this to the best of my knowledge. Any vehicle making a left hand turn must yield right of way to any other vehicles that may or may not cross its path. Therefore, because car A is making a left turn, car B has the right of way no matter what. |
