School bus safety transporting wheelchairs?

In what position should the wheelchair be positioned when transporting handicapped students,and is this amandatory safety measure?

I know the wheelchair faces forward.What I need to know is if the wheelchair can be reclining,or should it be in an upright position for safety.I was taught when I drove a handicapped van that the chair should always be completely sitting upright.

it is upright. strapped in at certain assigned pressure points.

More than likely, there is a recommendation in your state that the wheelchair should be fully upright.

There probably is a statement somewhere that says drivers should use "Their Discretion" when securing and transporting wheelchairs.

Additionally, individual students in wheelchairs may be medically fragile, and not able to sit up. In cases like that, while there may be a violation, there will probably no consequences for leaving the chair in a reclining position.

The wheelchair is not supposed to be reclining. There should be a lap and shoulder belt, and if the student is reclining, the seat belts cannot be used correctly. The lap and shoulder belt are attachments that are attached to the floor.
