Sited for CA V.C. section 21460(b) when starting a pass with the broken line on my side of the road?

I was sited for a violation of code section 21460 B but i am not sure if i am right or the cop was right, I started passing a slower moving car when the broken line was in my favor, then halfway through the pass the broken line changed to the other side, just as i was at the halfway mark a cop spotted me coming from the other direction and ticketed me....

Who is right? I started my pass when it was legal to do so, I cannot find any information in the Ca V.C. or the drivers handbook that clears this up, nothing says "only pass when there is enough broken line to do so"

otherwise why have passing zones that are only a few car lengths long I have always interpreted this as safe to start there

You should have completed the pass before the broken line switched to the other side. The cop was, technically, correct.

The line pattern, with the solid line on the OTHER side means "No Passing" for you, no matter when you STARTED the manouver. Essentially, the patter is telling you that, only for that length of roadway is it safe to be on that other side for passing. Outside of that length, it is not safe. Whatever the speed limit might be, the road engineers that set up the lines have no way of determining how fast future traffic will be traveling.

If you did not have time to complete the pass, you shouldn't have started.

You can take it to court, if you want, and claim ignorance, but as you know, "ignorance is no excuse."

Well, I think you need to take this to court. You have a right to take it to court if you feel the ticket was given to you without warrant. It is your right. Don't pay the ticket unless you truly feel you are guilty. Let the judge discover whether you are guilty or not. Taking pictures would help, but the thing is you have to go back to the scene. If you don't remember where the road was then you have not much to base your argument on. So my suggestion is to show evidence if you can, and argue your point across.
