Principally because the pedestrians cannot see your brake lights, so they know what your intentions are. Secondly, it sometimes wakes up the numbskull behind you

in this day and age using arm signals could cause more problems, try it one day. I bet some idiot tries to pass you when you are slowing down and using arm signal to show this.
Drivers / people / public are in general stupid or ignorant or both and would have no idea of the rules concerning the vehicle they are in control of, making anything slightly unusual to them a danger.
As long as they can get to where they are going nothing else matters, signals, lanes, lane markings, signs, other cars etc

It would give more attention to the drivers behind you that with reason you are stopped intentionally and the likelyhood of the pedestrian being seen would be much greater

If you were driving behind someone and suddenly they stopped short and also gave a hand signal of stopping, you would surely be prompted to not just pass him in a different lane, but rather you would approach the intersection (crosswalk) slow and causiously while anticipating the reason why the vehicle in front is stopped.

I do this often here in Laguna Beach since we usually have a few people get hurt or worse every year. There have also been times when I saw the catastrophe coming and pulled my car from the left to the right lane to block the oncoming speeding cars that would have tagged a few people headed across the street. They will be honking their horn and calling me names until suddenly they see the people, usually kids crossing to go to the beach. I tell motorists like that to slow down, and just maybe you wont kill somebody.
