Why are private for hire or ph taxi vehicles are illegal and risky ?

Private hire taxis are not illegal or risky.

What is illegal and risky is getting into an unlicensed taxi. These could be driven by just about anybody and people getting into such cars have been the victims of crimes such as robbery, rape and even murder.

The problem is that unlicensed taxis tend to look like private hire taxis in that they are just regular cars with a taxi sign on the roof. The difference is in how they operate. An unlicensed taxi driver is likely to be cruising around looking for fares to pick up on the street. If this was a genuine private hire taxi it wouldn't operate in this way as they are only allowed to carry out pre-booked pick-ups. If you must wave down a taxi in the street, make sure it is a black cab which is licensed to carry out this sort of work. Anyone driving anything else touting for business in the street is likely to be unlicensed and really should be reported to the Police.

Fares are a matter for agreement between driver and passenger(s).
