No, you cannot.
If a officer insists on writing one, accept it without argument, as you WILL win in court.
In the U.S., any car that met the required safety standards at time of manufacture is legal (as long as it still meets those same standards).
There are no laws requiring a retro-fit of any safety device.
One poster mentioned that they can be added. Only partly true. Some vehicles had safety belts as an option before they were required by law. Others had mounting points, but no belts. Some had neither.
Adding options will destroy the value of an antique or classic vehicle.
Once modified, it is no longer antique, or classic. |

no any thing that was not made with a seat belts can not be ticketed at lest in my state of VA |

No not if the car is pre 71 or whenever the year was that the seatbelts laws were mandated for manufacturers. |

no, if the car came from the factory without belts then how are you going to wear them? |

If the car is 1971 or older than no. We have a 1967 Chevy C10 and a 1971 Chevy C10 and neither have seat belts. If the car is older than 1971 you can receive a citation for not wearing a seat belt |

It might vary from state to state. I know in Kansas if it was old enough to not have them installed as standard equipment you can not be ticketed for not wearing a seat belt. |

they can be installed in older cars but if they were not manufactured with them you will not be ticketed< |

If the vehicle was designed at manufacture without belts, no problem usually. Some national laws might apply though. It must be a very old car not to have been fitted with seat restraints in the first place! |

No. |

if the car is pre 1965 and came without seat belts you don't have to install them in NY state |

No.........there are cars that fall under the antique and classic that do not need seat-belts because they did not come with them but it may differ from state to state because here in Texas if you have either one then and they did not come with seat-belts then you don't need them..... |

nope
not enforceable til the rule applies to school buses |

No. Actuary tables take into account a certain number of people going headfirst through their windshield. If the cops see that you are one of them, it just means that someone else who DOES have seatbelts is safe. They'll just salute you as you go by. |

to be on the safe side i'd have them installed ! check with your dmv. |

No
Not If It Was Made Before 1st June 1971, As This Was The Year The Front Seat Belt Law Came Into Effect. the Rear Seat Belt Law Came Into Effect In 1992, Although Many Cars of This Age Had Already Got Them Fitted As Standard!
These Cars Before This Aren't Legally Required To Have Seatblets, Hence Yhoor Not Legally Meant To.
Althoguh Some Companies Will Fit Them To Yhoor Vintage Car At A Cost. Well Worth The Money For Some 21st Centrury Safety Features
>>>>>THIS IS FOR THE UK ONLY<<<<<

No cars are manufactured without them today (in the US), it is against federal law; however, if you own an old vehicle without seatbelts, you can't be tickited for a safety device you don't have. It'd be like tickiting someone for not having an airbag.
While I disagree with this law; all cars should have seatbelts (old cars without them should have belts retrofitted by law), if you don't have seatbelts in a car because that's the way it is manufactured, they can't ticket someone for it. |

absolutely yes! you can have them put in and in my state for any car to pass inspection it must be seat belt equipped |

If it an antique car and licensed as so then no you do not need the seat belt. The problem with that though is you can only drive those cars in the summer months and only during daylight hours. |

Yes you can. Those older cars can have them installed. |
