70 miles per minute that's 4,200 mph, faster than the sound barrier, surely that is ambitious for your average family runabout,
if you means miles per hour your argument is still flawed only about 20% of serious accidents in the UK are adjudged to be caused by excessive speed and only 1/4 of them are where the vehicle was exceeding the speed limit, so approximately 5% of all serious road accidents. Driver inattention and stupidity are far more commonly the cause of serious accidents and your speed limiting device won't prevents those type of rta's occuring.

if cars were limited to exactly the speed limits then people would just get in your car, put their foot to the floor and not pay much attention to driving at a safe speed. lorries are limited to 50mph that is why drivers fall asleep on motorways. lorries had a gradual reduction in their speed limiters so that is why it takes them 10 miles to overtake each other sometimes, one has a 50mph limiter and the other has a 51mph limiter. it would also cause accidents overtaking, if you catch a slower car and want to overtake but your limiter only allows you 10mph more you would probably not be able to get past safely. Not all cars are used exclusively on uk roads. many people go abroad and i go to track days which wouldnt be as much fun with a limiter.
the technology is expensive, who would pay?

Usually we change the speed according to how congested the roads are. We may need to accelerate to avoid being hit by someone or slow down to avoid hitting someone. There should always be flexibility. We shouldnt limit people with technology. We should make them take responsibility for their actions. Afterall, the ones who dont stick to the rules do get punished anyway.

Since 95% of all "accidents" are caused by driver error, that is plain stupidity, it would make sense to have a driver education programme which improves the standard of driving of all drivers. Now that would save a lot of lives.

don't forget the slow drivers who are more of a danger and those who just follow truck at 40 2of a morning and wait for a safe roundabout to over take oh they are the ones who think they can drive the rest of us are still learning scrap cars everyone should have motorbikes then higher speed restrictions much less congestion and easier parking

You are fighting with human nature. Yes, we could get control of speed, but people think you are trying to control there world, and they will fight back. Any device you put on a car, even if it's for good, someone will find a way around it. As for size, you know the standard competition people have; my car is bigger than your car, my car is more powerful than your car, my car is faster than your car. You just cant win.

Do your home before asking silly questions. Excessive speed can be 10 mph in busy area, 150 on an empty motorway can be safe. Speed in itself is NOT a major factor in accidents.
