"Assured cleared distance"?
I am making an educated guess based on 43 years of driving experience that the law states you cannot operate a vehicle at a speed such that the stopping distance exceeds the safety zone in front of you, regardless of speed limit or traffic flow. In other words, it would be a law against tailgating. |

To add to Fred C comment. Also, you cannot pull into traffic unless you have enough clearance/distance and/or time to accelerate to normal speed. Don't pull into traffic where main street traffic has to take evasive action to avoid a collision with you.
So, the idea that if you are hit in the rear, that driver is automatically at fault is a very bad assumption. |
