Its when drivers slow their vehciles down, take their eyes off the road, and look around at whats going on. Sometimes, they dont slow down... but by taking you eyes off the road - you might rear end the guy in front of you. By slowing down... you slow down ALL the traffic behind you, thus making a traffic jam. That or the car behind you might rear end you!
Basically.. when you see flashing lights (of ANY kind) pay more attention to the cars all around you, they might not be paying attention - so you have to! |

It's where you don't pay attention to the stuff in front of you when you're looking at something interesting off to the side, like a wreck or a construction site. People get killed when drivers are distracted.
The metaphor comes from the image of someone sticking their neck out to get a better view.
What you should do at a construction site is go the speed limit at the very most. Some states might even require you to slow down below that.
When passing a wreck, you are required by law to move to the opposite lane and/or slow down by 10 or 20 mph depending on state law. |
