It depends. Sometimes its safe to drive at the speed of more than 100 miles/hour but other times its dangerous even if you are driving more than 25 miles/hr.

You can't say what is safe in reality. How fast the traffic goes will be a good judgment for you to stay beyond 10% tolerance.

Your question needs to be more specific:

The basic speed law is: Never drive faster than is safe for conditions.

Conditions include: The weather, the surface of the road, visibility, the presence of other vehicles/pedestrians/obstacles, and the abilities of your own vehicle.

Thus, a 2006 E-class Benz with no mechanical problems can be driven on a well-maintained highway with no traffic at 80 mph much more safely than my 1988 K-5 Blazer with rotten brakes can be driven on a city road in the rain at 40 mph.

It mainly depends on the driver. If you can handle going faster it will be all right as long as you don't break the law.
