You can teach someone to drive if you are over 21 and have had a full licence for 3 years.

But you need to be a qualified instructor if you are to be paid to teach driving

You can't charge ANY money, even petrol money, as only qualified ADIs or PDIs are allowed to charge for their services.
You are NOT responsible for any offences as stated above, the learner is responsible but you can be charged with aiding and abetting!

You LEGALLY have to be over 21 AND have had a FULL licence for 3 years.

The laws are different in each state. Check you state's DMV website. This is referring to teaching someone on public roads.

If you have a full license and have been driving at least 2 yrs, then you probably have some knowledge that you could pass on to someone who is at least 13 years old if you are in an empty field or empty parking lot.

In the UK, it is 21 years old with 3 years driving experience. The learner must be at least 17 years old, hold a provisional licence, be insured on the vehicle and must display "L" plates front and back of the car. The instructor is responsible for any speeding offences caused by the learner. Also the "L" plates must be removed when learner is not driving.

On private land, anytime. On the road you can accompany a learner after one year of driving (if your insurance company says so)
