With the new law about to come in, children under the age of eleven have to have a child seat or a booster seat.

Apparently:

From September 18th 2006, legislation will be introduced that will require that every child must travel in the appropriate child restraint until that child reaches either 135cm in height or 12 years old, after which they are eligible to use just an adult seat belt. Using an adult seat belt before a child is sufficiently developed may put them at higher risk of internal injury, particularly if the belt does not fit properly across the pelvis.

In the state of GA, and probably most other states, it's the height of the child which rules.. and here, it is 4'9"..
and, it's more of a booster seat than a full car seat like babies have to have.

they should stay in car seats until about 8 years old, at least that is what they say here in Saskatchewan Canada

It depends on where you live. In Ontario, children are required to be harnessed in a rear-facing position in a car seat until they weigh 20 lbs. (9 kg). They recommend that children be kept rear-facing as long as possible. Some seats go rear-facing up to 30-35 lbs. (13.5-16 kgs.).

In Ontario, children are required to be harnessed in a forward-facing position in a car seat until they weigh 40 lbs. (18 kg). Then they will move to a booster seat until they weigh 80 lbs. (36kg) and 4ft 9 in. or up to a maximum age of eight.

Effective September 2005, the law requires children who weigh between 40 and 80 lbs (18-36kg), or with a standing height under 4 ft 9in. (145cm), or under the age of 8 years to use a booster seat. Drivers who do not use a booster seat to restrain the child will face a fine of $110 and 2 demerit points.

In the UK they have to stay in a child seat until they are of size where they can safely fit into the cars standard seatbelt...there is no age its just size

New laws are just coming in, it is now the height of the child not age that governs how long they require a car seat. I think they need one up to 4ft 5inch's, but check this.!!!!!!!!!

Pennsylvania ..age 12 unless you can show that they are too big for the car seat or booster seat ... and always in the back seat car seat ornot ...it is different in every state i think ..

I think it depends on the size of the child, you could use a booster seat. Make sure the seat belt does not go near their necks.
