it depends on if your asking about safety or wear and tear, also depends on where you live. if for safety i would say the worst time to drive would be weekends during amateur hour (2-3) am. if for wear and tear i would have to say it depends on the local traffic flows. avoiding stop and go would be best.

Monday-friday from 7:30 to 9:am as people are rushing to get to work and 3:30 to 5:30 pm as people are rushing to get home.. Also during lunch hour from 11:30 to 12:30pm. Most people have 1/2 hour to an hour off for lunch and they hurry to get back to work.

On an extremely snowy day when all the roads are supposed to be closed. When your completely drunk and have no coordination. When your very very very depressed or very very mad at someone. When your high on something. As far as the times goes I dont think it matters. As long as your not incapacitated then you should be able to drive anytime any day.
