If it's the dark blue ones you are talking about, they are monitors.

They are part of the U.K. network of P.V.D.D.S. (passive vehicle data detection systems). They are simply there to monitor traffic flow and give advanced warning to the Highways Agency and police, if any problems occur.

they are the traffic cameras i think.
thats how the radio can report traffic jams. and emergency services can see things e.t.c
they cant do you for speeding or anything they just monitor

Yes, the dark blue ones on over-bridges, poles and the like are simply to monitor traffic conditions, apart form the official use it's where local radio and the like are able to say "traffic control say the A30 is nose to tail" and so on.

the yellow ones at the start, middle and end of roadworks are average speed cameras. they clock your speed entering and leaving an average speed zone- some cameras are not focussed on all motorway lanes so making sure you exit in a different lane to the one you entered on could mean you avoid a speeding conviction. however, would advise not to risk it-they have cottoned on to this little trick in some areas!

They are to catch people misbehaving on the top deck of double decker buses. :-)

Same as the other cameras, speed limit or red lights. They are tall to make vandalism harder (many gatsos have been attacked with with burning tyre necklaces)
