They may be a form of speed camera called SPECS.

These are cameras that measure average speed over a distance and are often used at motorway roadwaorks.

They take the form of tall posts with three cameras spaced along a stretch of road. They note vehicles at the start and end of a stretch of road, note the time a vehicle takes between them and can determine an average speed.

So if there is a speed limit of 50mph on a stretch of road with these cameras on, keep to the limit for the whole length or you could get a ticket.

These are speed cameras. They work on the equation of time over distance = speed. They film you going into the speed restricted zone and film you going out. If you get through too quickly the camera will know you have speeded and issue a ticket.

They sound like the "Yellow Vultures" we have at the M27 roadworks at the moment, if so they are average speed cameras and track your time between each camera so that if you don't maintain an average that is on or below the limit you get a fine. This is done to stop people going through cameras at the correct speed but speeding up between them.

Yes. They slow the traffic for thirty seconds then it all goes super fast breaking the speed limit to make up for the slowdown.
