What constitutes bad driving?

how would you define a bad driver? is it that they talk on the cell phone, or eat/drink, or speed, in general ignore traffic laws? or do you think bad driving means that a driver has poor driving performance on the road?
Additional Details
i guess what i mean is, if a person can speed, or talk on their cell phone, or whatever, and not have it affect his or her performance, or interfere with other drivers, would it still be considered bad driving?

Bad driver:

1. Doesn't obey traffic laws.
2. Ignores mirrors.
3. Reckless operation.
4. Doesn't signal.
5. Doesn't judge distances well.
6. Doesn't keep the road the priority, easily distracted, beit, by passengers, their GPS, their cell phone etc.
7. Constantly catching themselves in "reaction mode."

Good Driver:

1. Pays attention to traffic laws and signals.
2. Checks mirrors regularly.
3. Maintains a safe vehicle and travels at safe speeds.
4. Uses signals. Blows horn and looks when backing.
5. Maintains safe distances between other vehicles.
6. Manages distractions properly, giving priority to the road.
7. Drives defensively, anticipating things before they happen.

The overall performance is indicative of the quality of driving. Bad drivers will ultimately have an overall poorer performance when it comes to accidents on their record.

aside from the ones you've mentioned, these are only some of the more dangerous habits on the road:
*snaking-going in and out of lanes (changing lanes frequently)
*cutting corners
*cutting others
*swerving-quickly changing a lane or more(!)
*tailgating-not observing the proper bumper to bumper distance on the road (the safe rule is one car's length for every increase of 10mph of speed)

do you know that improper maintenance of your car can also lead to dangers on the road? some important things to remember:
*check your brakes: brake fluids, etc.
*check your tires: tire pressure, tire tread, balance, etc.
*check your signal lights, warning lights, brake lights, etc.

learn to drive defensively, always be alert, and stay safe.

A bad driver could be defined as a person who's actions endangers or jeopardizes the safety of other motorists with whom they are SHARING the roadway. These actions could include but are not limited to: erratic lane changes, backing on a highway to get onto the off ramp, excessive speed as compared to the flow of traffic, lack of turn signals, lack of following distance, not maintaining road-speed, easily distracted by in cab toys (cell, GPS, complicated stereo, DVD for children), engaging in an emotionally complex conversation with a passenger or person on the phone, cutting corners, not yielding the right of way to faster traffic when merging onto a limited access highway...... I think that should be enough, I want everyone to be able to read the answer without getting bored by this point. :-)

Disregard for traffic laws is a big one...cutting people off--especially when you cut someone off and go below speed limit...holding up traffic in the passing lane, not paying attention to what you're doing...things like that.

A bad driver usually means one who does not follow the traffic rules (such as failing to yield, speeding, running a red light etc.)

I would say talking on a cell phon can make you a bad driver. Ive seen people on the freeway go completly out of there lane.And Idont know how many times Ive almost been hit by a person talking on there cell while driveing.

A bad driver is an inattentive driver. Someone not concentrating on driving is a bad driver.

A bad driver is a rude/inconsiderate driver. This could be someone tailgating. It could be someone sitting in the fast lane all day long holding up traffic behind them. It could be that slow moving car/semi that moves to the fast lane to allow a car to merge onto a highway, but in doing so blocks all of the people already on the highway from passing (remember, the people merging onto the highway are responsible for merging, NOT those already on the highway - if you can make room for them without slowing others down, than by all means do so, but don't slow the rest of us down by cutting us off to let someone else merge onto the highway).

A bad driver is one that cannot maintain a consitent speed. These are typically the idiots that sit in the fast lane driving slow, and when you get fed up and try to pass on the right, they speed up and try to block you.

Just because someone speeds doesn't make them a bad driver. Excessive speed, ok, sure, but not driving 10 over the speed limit.

A person that does not give all their attention to piloting a 2-ton lethal weapon and/or does not have the skills necessary to do so in ANY traffic, weather or road condition.

BMW SUVs that slide off the freeway in the snow, people that change lanes without signaling, people that swerve around while talking on their phones, people that don't wear sunglasses during rush hour, and people that think ABS, ASC and AWD are magic are all bad drivers.
