It's not really possible to fully answer without knowing what country's laws govern and the specific situation. In the US, it is referred to as the 'edge line' and marks the outer portion of the travelway. The area to the outside of it is referred to as the shoulder. Parking is not allowed on the area for moving vehicles within edge lines, and may or may not be allowed on the shoulder, depending on adjacent land uses, roadway speed, and other factors. Some areas use a simple edge line to separate the area where parking is allowed from the area where it is not, especially to the outside of a bicycle lane. |

The line is there to mark the edge of the road. If it's unbroken, it signifies some sort of hazard so you shouldn't park there as a stationary vehicle will only make the hazard worse. |

The solid white line is the edge of the traffic lane. The line is helpful in showing the edge of the pavement in poor visibility.
In regard to parking, get yourself to the far side of it, never on or inside of it. In fact, the further from the traffic lane, the safer. |

A continuous white line along the verge of a road is there to show you the edge of a road. Mainly found on country roads and dual carriage ways where there is no street lighting, it gives you an indication of where the edge of the road is so you do not drive on to verge and cause an accident. In bad or foggy weather it also allows you to see whether you are driving in the right lane or not --- the line should always be on your left hand side. |

As you refer to the verge I assume you mean that it is out of town, those before me have answered this,if you mean where there is a speed limit of 40 mph or less then it means restrictive parking of which there will be a plate on a post indicating the restriction.

The white line on the edge of the road is called the "fog line" It is there to help you stay on the road if the visibility is very limited. As to parking, well its a nice color and if people stay inside the lines then we will all get a nice parking space... |
